In a 2011 report from the Institute for Women's Policy Research, the gender wage gap between men and women was 23 percent.
1) This is where that 77 cents on the dollar comes from.
But in the Federal Government, where salaries are pinned to certain levels and everybody knows what those levels are, the gender wage gap shrinks to 11 percent-2) and this is before controlling for any of the factors that economists argue over whether or not to control for.
빨간색 부분이 전혀 해석이 안되네요.
1)에서 갑자기 where이 쓰이면서... 77cents가 어쨌다는 건지...?
2) before 이하 구가 this(주어)의 주격보어로 쓰이는건지? 문법적인것은 차치하더라도 해석이 어찌되나요?
