Well I have seen top players at 400-500. It'll tell you how good you've been playing and if you're getting better or worse. It's possible a player with a high ELO and 100 riot score could beat any 400 low level player, because everyone's playing with other players in their class (e.g. high skilled vs high skilled). Though it'll probably mean he would play quite bad as a high skilled one. So if you reach a 400 score and you can hold it, you're probably on your way against the top players.

To simplify it, a riot score of 300-500 means you're currently playing quite good and a riot score of below 200 that you probably could do better.

Not that I'm a fan of the people who are trying to win an argument in the PVP chat by linking to their profile, but if you reached a highriot score you probably know what you're doing.
