1946년 1월 24일 제1차 유엔 총회에서 채택된 결의안 '유엔 사무총장 지명에 관한 약정서(Terms of appointment of the Secretary-General, 결의안 번호 A/RES/11(I))'에 따르면, 사무총장은 여러 나라들의 비밀을 취득할 수 있는 직위이기 때문에 최소한 퇴임 직후에는 회원국의 어떤 정부 직위도 맡아서는 안 된다고 돼 있다. 이는 각 회원국과, 사무총장 본인 모두에게 의무 조항(should)으로 규정돼 있다.
4-(b)항. 사무총장은 여러 정부로부터 비밀스런 상담역을 하기 때문에, 모든 회원국은 그에게, 적어도 퇴임 직후에는, 그의 비밀 정보가 다른 회원국을 당황시킬 수 있는 어떠한 정부 직위도 제안해서는 안 되며, 사무총장 자신으로서도 이런 제안을 받아들이는 것을 삼가아 한다.
(Because a Secretary-General is a confident of many government, it is desirable that no Member should offer him, at any rate immediately on retirement, any governmetal position in which his confidential information might be a source of embarassment to other Members, and on his part a Secretary-General should refrain from accepting any such position.)
