What it can do is work up diplomacy to lead Japan to move in the right direction within the mutilateral security cooperation mechanism. The U.S , China and Russia can also get involved in the mechanism to promote peace in the overall regional security landscape  

그것(Seoul) 이 할수 있는것은 일본이 다각적인 안보협력메카니즘 안에서 옳은 방향으로 움직일수 있게 이끌도록 diplomacy(어떻게 해석할지 모르겠음..) 를 구축하는것이다.  미국 중국 러시아또한 전반적인 지역안보상황(???)에서 평화를 촉진하도록 그 메카니즘에 참여할수 있다.


 Various regional cooperation mechanism would help prevent Japan from taking any destabilizing military steps and lead the archipelago state to remain committed to its stated goal of making a "proactive" contribution to global peace 

 다양한 지역협력메카니즘은 도와줄것이다/ 일본이 어떤 불안정하게 만드는 군사조치를 취하지 못하게 하는데/  그리고 열도가 세계평화에 사전적인 기여를 한다는 명백한 목표에 계속 열중할수 있게 하는데
